Carnal knowledge case dropped: D.A. pushes for registration, monitoring

RESERVE — A local sex offender, who avoided prosecution recently for felony carnal knowledge of a juvenile, must provide the Court with proof of fee payment and registration, according to authorities.
Prosecutors dropped the carnal knowledge charge Oct. 5 against Devin Tyler, 23, citing insufficient evidence.

At the time, according to the St. John Clerk of Court’s Office, Tyler provided the Court with a Reserve home address determined to have juveniles living there before changing the address to his grandparents’ home, also in Reserve.
St. John the Baptist Parish Sheriff’s Office deputies arrested Tyler on May 25, 2016, for an alleged assault that took place more than four months prior.
Detectives began their case Jan. 25, 2016, responding to the Ochsner Health Center – River Parishes emergency room for a rape report.
The mother of a juvenile reported a male acquaintance of her daughters raped the teenager two days earlier when she was visiting the mother’s older daughter’s residence.
A release from the Sheriff’s Office said authorities identified Tyler as the perpetrator.
Tyler, according to authorities, cooperated with detectives and gave a statement regarding the reported assault. Authorities did not say what the statement entailed.
Tyler was booked with felony carnal knowledge of a juvenile and was held in lieu of a $75,000 bond.
St. John District Attorney Bridget A. Dinvaut said prosecutors had insufficient evidence to go forward with the carnal knowledge case and dropped the charge last month.
“Our priority, even though we could not go forward with the previous case, were those registration requirements,” Dinvaut said. “That is extremely significant, because we need to be able to monitor those persons who have that registration requirement in an appropriate and accurate way.”
Tyler was ordered to provide the Court with registration proof on Nov. 8, 2017.
According to Sheriff’s Office records, Tyler was released from custody Nov. 15, 2016, following his carnal knowledge arrest. Tyler was arrested again Dec. 5, 2016, for misdemeanor contempt of court and felony failure to register and notify as a sex offender, according to Sheriff’s Office records.
He was released from jail following that arrest on Sept. 13, 2017.
