Baton Rouge contractor defrauded St. John tornado victims in 2016, police say

LAPLACE — A Baton Rouge contractor defrauded St. John the Baptist Parish residents via home renovation contracts following a devastating tornado that struck in February 2016, authorities said.

St. John Parish Sheriff Mike Tregre announced today that Matthew Morris, 39, faces fraud charges and would be booked accordingly when Morris can be transported to Sherman Walker Corrections Center in LaPlace.

Morris is incarcerated with a pre-trial status at a neighboring correctional facility. The suspect is the owner of Complete Construction Contractors of Baton Rouge, and authorities said he committed home improvement fraud, misapplication of payments by contractor and insurance fraud in St. John Parish.

Detectives said local victims continue to come forward and file complaints and additional charges are expected once all investigations are complete.

Police said a complete update of relevant violations would be provided once all arrest warrants are issued.

According to the Sheriff’s Office, Morris’ previous alleged violations are for contractor and insurance fraud and misapplication of contractor payments in Ascension, East Baton Rouge and Livingston parishes, primarily involving victims of the August 2016 flood in those communities.
