LaPlace sex offender arrested, back in jail

LAPLACE — Despite being relocated out of St. John the Baptist Parish, Terrell Williams returned to his LaPlace neighborhood and was arrested on a parole violation for doing so.

Neighbors phoned his parole office, who asked the sheriff’s office to apprehend Williams. As a result, Williams will now face a judge, who could revoke his parole and order him to serve out the remainder of his prison term.

Williams, 35, was moved out of the parish to an undisclosed location, according to the district office of probations and parole, after the office was notified by L’Observateur that the registered sex offender was living almost next door to a LaPlace day-care center.

Maj. Michael Tregre of the St. John Parish Sheriff’s Office reported that Williams was spotted by neighbors, wearing a sleeveless undershirt and pajama bottoms, loitering at a bus stop where elementary school children are dropped off each evening.

The owner of Angel’s Learning Academy, Angel Spann, said she learned of Williams when flyers were distributed in March 2002 alerting her to his presence. However, she said that at the time, &#8220I didn’t know what to do about it.”

Williams’ residence and Angel’s Learning Academy at 1205 Cambridge Drive, were separated only by Penn Street. Angel’s Learning Academy has been at that address since it opened in 1988. Children are commonly dropped off at the corner of Cambridge and Penn.

Spann’s response to the situation was to meet the children as they arrived and escort those headed to the day-care center to their destination.

In 1998, Williams was imprisoned for the June 18, 1996 sexual battery of a 9-year-old Reserve girl. As part of a plea agreement, he accepted a 10-year prison term without benefit of probation or parole, minus 17 months of pre-trial incarceration.

Williams was released in March 2002 when Williams took advantage of the &#8220good time” rule, where an inmate could be released in half the time of his sentence, provided he remained on good behavior. Williams registered with the Louisiana State Police’s Sex Offender and Child Predator Registry on March 10, 2002.
