Who’s been appointed to lead St Charles Parish Council in 2025?

Meet the eight new members of St Charles Parish Council that will work alongside Holly Fonseca to tackle the parish’s biggest issues from Jan, 8 2025 – Dec. 31, 2025.
The parish operates on a Home Rule Charter form of government that mandates the Parish Council as the governing authority of St. Charles Parish.
The Council is made up of nine members. Seven are elected from districts and two are at-large members elected parish wide, with one at-large Councilmember residing on the East Bank of the Mississippi River and one at-large Councilmember residing on the West Bank of the Mississippi River.
Each year, the Council votes to appoint a Chairman and Vice-Chairman. The Chairman acts as the presiding officer of the Council while the Vice-Chairman shall preside in the absence of the Chairman.
Holly Fonseca, Councilwoman-At-Large, Division B, Chairman
Holly said her top priority will be monitoring spending to avoid tax increases, improving existing levees and drainage infrastructure and budgeting responsibly to fund needed infrastructure and quality of life improvements.
She is currently serving as a member of the Sunset Drainage District – Board of Commissioners; is an Ex-Officio member of the St. Charles Parish Library Board of Control and an Ex-Officio member of the Hospital Service District No. 1, Parish of St. Charles.
Walter Pilie, Councilman, District III, Vice Chairman
A top priority for Walter is improving response times to low-level crimes. He is currently serving as a member of the Sunset Drainage District – Board of Commissioners and is an Ex-Officio member of the St. Charles Parish Planning & Zoning Commission.
Micheal A. Mobley, Councilman-At-Large, Division A,
Micheal formerly volunteered for the East St. Charles Volunteer Fire Department for fifteen years.
Bob Fisher, Councilman, District VI
He graduated from John Curtis High School and attended Delgado Community College and has also earned the rank of Eagle Scout of the Boy Scouts of America. Bob is currently serving as a member of the Sunset Drainage District – Board of Commissioners; and is a member of the Regional Planning Commission.
Willie Comardelle, Councilman, District IV
He is a Veteran of the U.S. Coast Guard. He had worked on the river unloading grain barges, briefly offshore in pipeline measurement before beginning a career with Dow Chemical at St. Charles Operations, he pursued a career in Business Development as a technical consultant for a world wide coating manufacture; and presently serves as Business Development Manager for Five-S Group specializing in heavy civil construction and mass material supply supporting Coastal Restoration and economic developments across the Gulf South.
Michele deBruler, Councilwoman, District VII
Michele is a graduate of Louisiana State University with a Bachelor of Science in Elementary Education; holds a Master of Arts from Xavier University of Louisiana in Administration and Supervision; and earned 30+ hours from Southeastern Louisiana University.
She retired in 2022, after 33 years as an educator, having served 25 years as a school administrator in the St. Charles Parish Public School System. Michele was recognized as both a teacher of the year, administrative support employee of the year and as a Principal of the year.
Michelle O’Daniels, Councilwoman, District V
She had worked for federal and state court judges, Michelle practiced law as an attorney with large and small firms concentrating on maritime, environmental, and insurance issues. With her problem-solving skills acquired by advising large and small corporations, Michelle plans to serve her district and the citizens of the Parish by being a voice for the residents on the issues that are most important to them.
Heather Skiba, Councilwoman, District II
She obtained her bachelor’s degree in Elementary Education from the University of Louisiana, Lafayette in 1998. Since graduating, Heather has worked in education for the past 26 years; 19 of which as an employee of St. Charles Parish Public Schools. She is currently serving as the Curriculum and Assessment Facilitator for upper elementary
La Sandra D. Wilson, Councilwoman, District I
La Sandra is a graduate of Herzing University with a Bachelor of Science in Human Resources Management. She retired in 2021, from St. Charles Parish Public Schools System as the Human Resources Manager. She also earned leadership certificates from NACo Colin Powell HighPerformance Leadership and River Region Chamber of Commerce Leadership Class.
In 2012, La Sandra began serving as a Commissioner for the St. Charles Parish Zoning Board of Adjustment and later moved to the St. Charles Parish Planning and Zoning Board until 2019. In 2020, she began her 1st term as District I Councilwoman and was unopposed for her 2nd term which began January 8, 2024.
