2 spillway murder suspects arrested

HAHNVILLE – Two New Orleans men remain in custody while a third man is still being sought by St. Charles Parish deputies for the execution-stylemurder of Shannon Carter in the Bonnet Carre Spillway.

“We have a fairly strong case,” Sheriff Greg C. Champagne stated. “We’vegot the weapon and can tie it to them.”Champagne added the motivation was likely “a retalitory kind of thing, drug-related.”Deputies are seeking Kevin Williams, 28, on warrants to charge him with first-degree murder and armed robbery. Williams was described as 5feet,10 inches in height and 300 pounds in weight.

Carter, 16, was discovered June 3 by a man exercising his hunting dogs.

The victim lay half-submerged in a pond in the midst of the Spillway between Norco and Montz.

It was the second 1999 homicide in St. Charles Parish.On July 28, Eric Williams, 22, 843 Camp St., brother of Kevin Williams,and Deshawn Lewis, 21, 3824 Annunciation St., were arrested in NewOrleans and each charged with first-degree murder and armed robbery.

Carter had been shot twice and dumped in the spillway, apparently with a “street-sweeper” type of shotgun, Champagne said.

Warrants for the trio were issued July 9.
